USAID’S PARTNER CDI CITIES INITIATIVES FOR CLIMATE CHANGE
ADAPTATION AND MITIGATION

BACKGROUND AND OBJECTIVES

The United States Agency for International Development (USAID) through the Strengthening Urban Resilience for Growth with Equity (SURGE) Project works with local governments of partner cities under the Cities Development Initiative (CDI) to strengthen climate change mitigation through Greenhouse Gas (GHG) reduction. Since 2019, USAID’s SURGE Project has been supporting the cities of Tagbilaran and Zamboanga in formulating their GHG Management Plan, and the cities of General Santos and Legazpi in developing their GHG Inventory Reports. These cities were also assisted in accounting the GHG reduction potentials of their Programs, Projects, and Activities (PPAs). These efforts are very critical in promoting climate change adaptation and mitigation through low emission development.

With this, USAID SURGE Project proposes to co-organize with Climate Change Commission (CCC) an online video conference to showcase the CDI cities’ good practices on Climate Change Adaptation and Mitigation (CCAM). The partner cities, through the city mayors or representatives, will deliver a 3-5-minute AVP presentation describing their ongoing efforts and plans for climate change adaptation and mitigation (e.g. Low-Emission Development strategies, mainstreaming DRR-CCA in development planning, etc.). To conclude the event, the city mayors will share a statement of commitment to continue their efforts on climate change adaptation and mitigation as part of their strategies to adapt to a sustainable future. The city mayors will be joined by key officers from CCC, USAID, USAID’s SURGE Project, Congressman Edgardo Migriño Chatto of 1st District of Bohol, and other key participants. This online videoconference will be held in commemoration of the Global Warning and Climate Change Consciousness Week (November 19-25, 2020) being organized by CCC annually.

ORGANIZERS

USAID’s SURGE Project proposes to co-organize this video conference with the Climate Change Commission (CCC). The participation of CCC as co-organizer is important for the following reasons:

a. CCC is the lead government agency mandated to address climate change in the country. By co- organizing the event, CCC is recognizing the importance of CCAM initiatives and will inspire USAID’s partner cities to continue their efforts.
b. Through CCC’s nationwide network, the efforts and good practices of USAID’s partner cities can be shared to other cities and municipalities.

USAID’s SURGE Project also proposes that CCC, as a co-organizer of the event, live stream the event on their official Facebook account and help in inviting other cities and municipalities to watch the event.

INTENDED PARTICIPANTS

The intended participants include the following:
a. Mayors, city officials, and members of Technical Working Group (TWG) on Greenhouse Gas Management Planning and Inventory of the cities of General Santos, Legazpi, Tagbilaran, and Zamboanga;
b. Climate Change Commission (CCC) headed by Secretary Emmanuel M. De Guzman (Vice Chairperson and Executive Director);
c. Congressman Edgardo Migriño Chatto, Chairperson, Committee on Climate Change, House of Representatives;
d. Representative from the Department of the Interior and Local Government
e. Representatives from ICLEI Southeast Asia Secretariat (ICLEI SEAS)
f. USAID/Philippines Representative; and
g. USAID’s SURGE Project headed by Mr. Sergio Andal Jr., Chief of Party
